The "Car Allowance Rebate System" was signed into law on June 24, 2009. The "CARS" program has been dubbed "Cash for Clunkers" by the media. This program will be a big win for everyone! 

• For consumers- this action provides consumers with tangible results...up to $4,500.00 in cash to turn in qualifying vehicles.    
• For the economy- it supports the automotive industry which plays such an important role in the health of the American economy.
• For the environment- it allows America to get greener faster by taking less fuel efficient vehicles off the roads permanently and putting more efficient vehicles on the road today. 

You will not "trade in" your qualifying vehicle in the normal manner. Your vehicle will be signed over to the dealer, with no "trade allowance". The dealer will then scrap the car, and be required to prove to the government that the vehicle was scrapped before any money is issued to them. As the consumer, your credit is issued immediately upon delivery of your new vehicle. You do not have to wait for your benefit. You will need to prove that your vehicle has been continuously titled, registered and insured to you for a minimum of one year prior to the transaction. 

The CARS program is funded by $1 billion in funds from the TARP program. Remember TARP? The banks got billions with no accountability in return! CARS will expire on November 1st, or when the money runs out, whichever comes first. The start date of CARS will be a maximum of 30 days after the program was signed into law, approximately July 27th. You may be able to take advantage of this program earlier!
